Quy tắc tổng hợp quan trọng nhất, bao gồm 6 module:

5. Socratic Gate — Xác nhận trước khi chạy:

Chưa có domain → hỏi
Chưa có project.json → suggest /seo-onboard
Phase mismatch → cảnh báo

Trust Tier Hierarchy (Tier 0-6):
